Bassim has excellent project management skills - managing the development and delivery of major infrastructure and capital works projects, as well as a high level of conceptual and analytical skills. Throughout his career he has shown an ability to analyse complex issues and develop strategic directions and plans, which has been demonstrated in the concept development, analysis and detailed design of several major infrastructure projects.

He has considerable engineering management experience incorporating Council Road Management Plans, asset management, roads & drainage projects, waste facilities management, building infrastructure and operational maintenance activities.

Recent experience includes the development, design and delivery of a number of major Black Spot projects, timber roads, bridges and a master plan and detailed design for the Benalla landfill to EPA requirements.

Bassim managed the assessment of all drainage infrastructure projects and was responsible for solutions for Benalla Rural City Council - ensuring new developments met industrial standards and provided protection to downstream properties. This included management of a major Special Charge Scheme process for the Cowan St drainage catchment in West Benalla.

He was an expert witness for a Parliamentary Inquiry into Crashes Involving Roadside Objects in 2005. He is a Senior Road Safety Auditor registered with VicRoads and has conducted many road safety audits throughout his career. In addition Bassim has experience in the design and implementation of road traffic management plans for construction activities, special events and temporary and permanent road closures.

Prior to joining Benalla, Bassim was involved in the design and project management of road and drainage infrastructure for Wyong Shire Council and Gosford City Council. This included the design of roundabouts and traffic management facilities, major creek rehabilitation projects and trunk drainage work, recreational facility projects, major car parking facilities, and a significant seawall and foreshore protection project at Terrigal in NSW.

Bassim has corporate management experience, and a thorough understanding of Government economical, political and social issues and priorities. He is a Corporate Member of the Institute of Engineers Australia and is involved in the mentoring of young engineers in preparing to attain Chartered Engineer Status.
