PGA have been engaged by VicUrban to provide professional
engineering services for the design and development
of a 150 hectare site at Swan Hill in regional Victoria.
The site is located on the Swan
Hill/Sea Lake Road immediately abutting the western
edge of the existing Swan Hill residential area.
The Tower Hill Estate is a joint project of the
Swan Hill Rural City Council and VicUrban and is
managed by VicUrban
The site will eventually provide
approximately 1200 residential allotments, including
a number of exciting services and features. The
site is known as Tower Hill and is a tribute to
the very distinct water tower landmark that currently
exists on the site.
In addition to the 1200 residential
allotments, the development of Tower Hill Estate
will include:

A 15-hectare regional park
including a major water feature that will be used
for irrigation of the Estate. This water is raw
water taken from the adjacent irrigation channel
and for which the land has water rights. The lake
will be replenished on a daily basis during summer
from the irrigation channel and water recirculated
during the winter months.

A TAFE campus with a network
of walkways and bike paths throughout the Estate.

A community village square.

Fully established playgrounds
and sports facilities.

A wide range of lot sizes including
medium density sites.

Solar orientation of lots to
provide for maximum winter warmth and maximum
summer cooling.

Development guidelines for
all homes to be built on the Estate

Water sensitive urban design
to better manage water resources through improved
storm water flows, recycling and re-use of water.

A linear open space corridor
to connect residents to the estate’s facilities.

A clear road hierarchy to ensure
easy access and traffic movements within the Estate.

Native flora and fauna protection
through rejuvenating the creek corridor to encourage
native flora and fauna to the area.
